It makes me think of how Neel Sundaresan, senior director and head of eBay Resesarch Labs, describes analytics at eBay in the MIT Sloan/SAS report, "From Value to Vision" (referenced above):
Everybody in the organization – whether you are a technical person, a researcher or an engineer, a product manager, a businessperson, or an analyst – has to be data-driven.

Team work is certainly key. I once worked on what I though was a very important project. While management agreed with me, I was not giving the tools to effectively collect the data and present it. (i.e. software). Additionally, the individuals I was collecting the data from where not enthusiastic about having an additional job duty and many only put in a half baked effort if they did it at all.
It really takes a team of motivated individuals to make analytics a success.
