I think you have made a very valid point. It doesn't help to segment if you can't market to that market. Though that could change, it might mean that money may is being wasted by doing so.

It is amazing what analytics can do for us today. Identifying the more profitable segments and focusing on them is now much easier. You also get more information about the consumer behaviour. Even when targeting a selected segment the messages sent out could vary depending on other factors like when they would prefer to shop, the preferred media etc.
