Having grown up in a farm town I recall that it was common to see a goat alongside horses. Horses are social (herd) animals, and basically the goat keeps them company, which is particularly important if you only have one horse.

Goats are welcomed at horse tracks because of a strange calming experience they have on thoroughbreds.

Race horses can be skittish. But apparently they calm down in the presence of a goat. (Does anyone have direct experience with this?)

I think someone - with a sense of humor - extended this to people. Who's got your goat? means you're losing your self-control like a race horse that's jumpy for no reason.
